This bill establishes the Veterans Helping Veterans Program within the Department of Veterans Affairs (DVA) in New Jersey, aimed at connecting homeless veterans with veterans willing to provide housing. The program will be modeled after the state's foster care system, focusing on a structured vetting process, benefits, and incentives for participants. The DVA, in collaboration with the Department of Human Services (DHS), will create guidelines that outline the application process, eligibility criteria for both homeless veterans seeking housing and veterans offering housing, as well as the terms of participation, including responsibilities and benefits.

Additionally, the bill empowers the Commissioner of the DVA to seek and accept grants from various sources to support the program's development and implementation. It mandates that the DVA monitor compliance with the program's guidelines and requires participants to report their involvement periodically. The definition of a veteran is clarified to include any resident of New Jersey who has been honorably discharged from the Armed Forces or a Reserve component, including National Guard members who served on federal active duty. The act is set to take effect 90 days after enactment, allowing for necessary preparatory actions beforehand.
