This bill establishes a new position within each State veterans service office, aimed at addressing critical concerns faced by veterans, including unemployment, homelessness, and suicide prevention. The Commissioner of the Department of Veterans Affairs is tasked with appointing a veteran who resides in the county where the office is located. This appointee will work alongside the existing veterans service officer and will be dedicated solely to the responsibilities of this new role.

The appointee will receive a salary determined by the commissioner, with oversight from the Division of Budget and Accounting in the Department of the Treasury. While the appointee may take on additional duties as assigned by the commissioner, these responsibilities must not interfere with their primary focus on assisting veterans. The bill is set to take effect six months after its enactment, although the commissioner is permitted to take preliminary administrative actions to facilitate its implementation.
