This bill mandates the Commissioner of Labor and Workforce Development, in collaboration with the Director of the Division of Vocational Rehabilitation Services, to update the financial need requirements for clients participating in vocational rehabilitation services related to postsecondary education, credential attainment, and career training. The commissioner is also tasked with conducting an annual review of these financial need requirements and adjusting income and asset thresholds as necessary to ensure they remain current.

Additionally, the bill stipulates that the commissioner must submit an annual report to the Governor and the Legislature detailing the standards for determining income and asset thresholds, any updates made, and any recommendations or legislative proposals deemed appropriate. Importantly, the bill clarifies that it does not alter eligibility for vocational rehabilitation services established under federal or state law, nor does it affect financial need determinations for services outside of those specified.
