This bill aims to facilitate the use of portable solar generation devices by exempting them from certain regulatory requirements, including interconnection agreements and net metering program requirements. Specifically, it defines a portable solar generation device as a moveable photovoltaic device with a maximum power output of 1,200 watts, designed for connection to a standard 120-volt outlet, and compliant with the National Electrical Code. The bill prohibits electric public utilities from requiring customers to obtain prior approval for installation, pay related fees, or install additional equipment beyond what is integrated into the device. Furthermore, it states that utilities cannot be held liable for any damages resulting from the use of these devices.
Additionally, the bill mandates the Department of Community Affairs (DCA) to develop an addendum or amendments to the State Uniform Construction Code to establish standards for the installation and use of portable solar generation devices. This guidance will include standards for adapting home electrical systems to accommodate these devices, ensuring they meet safety and operational requirements. The provisions of the bill are set to take effect six months after enactment, while the DCA's regulations will take effect immediately.
