The proposed bill establishes the New Jersey Justice Center for the Protection of Individuals with Intellectual and Developmental Disabilities within the Department of Human Services. This Center is designed to enhance the safety and oversight of individuals with such disabilities who receive services from state-funded programs and facilities. It will be led by an Executive Director appointed by the Governor, who will implement policies and procedures to ensure high standards of care and investigate allegations of abuse, neglect, or exploitation. The Center will also include a Central Registry of Offenders Against Individuals with Developmental Disabilities and will have the authority to access necessary records to fulfill its functions.

In addition to the establishment of the Justice Center, the bill creates the Justice Center Disability Mortality and Abuse Prevention Medical Review Board, which will consist of up to 15 specialists appointed by the Governor. This board will investigate unusual deaths of individuals with disabilities receiving services, assess whether further investigation is needed, and make recommendations to prevent future incidents. The Commissioner of Human Services, in collaboration with the Executive Director, is required to submit an annual report detailing the Center's activities, including data on reports received, investigation outcomes, and corrective actions taken, while ensuring confidentiality in the board's proceedings and protecting all records.
