This bill authorizes the New Jersey Motor Vehicle Commission (MVC) to create commemorative Juneteenth license plates for vehicles registered in the state. The plates will feature a design selected in consultation with the New Jersey Historical Commission and will cost $50 for the initial application, with an annual renewal fee of $10. The fees collected will be deposited into a special fund known as the Juneteenth License Plate Fund, which will be used by the New Jersey Historical Commission to commemorate and celebrate Juneteenth. The bill also stipulates that public funds cannot be used for the initial costs of establishing the program, and any necessary initial funding must come from non-public sources.
Before the MVC can begin the design and production of the Juneteenth license plates, it must meet specific conditions: a designated individual or entity must provide the necessary non-public funds to cover initial costs, and the Historical Commission's liaison must submit at least 500 completed applications for the plates. The bill outlines that if the average cost of producing the plates exceeds the application fee for two consecutive years, the MVC may discontinue the issuance of the plates. The act will take effect immediately but will remain inoperative until the specified conditions are met.
