Before the MVC can begin the design and production of the Juneteenth license plates, it must meet specific conditions: a designated individual or entity must provide the necessary non-public funds to cover initial costs, and the Historical Commission's liaison must submit at least 500 completed applications for the plates. The bill outlines that if the average cost of producing the plates exceeds the application fee for two consecutive years, the MVC may discontinue the issuance of the plates. The act will take effect immediately but will remain inoperative until the specified conditions are met.
