This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to create and issue Sons of the American Legion license plates for motor vehicles registered in the state. The design of these plates, which will include a slogan and emblem representative of the Sons of the American Legion, will be selected by the Chief Administrator in consultation with the Sons of the American Legion Detachment of New Jersey. An application fee of $50 is required, along with an annual renewal fee of $10, both of which will contribute to the Sons of the American Legion License Plate Fund. This fund will be used to support the Detachment and will be subject to annual certification of costs by the Chief Administrator, who may discontinue the program if production costs exceed the application fee in two consecutive years.
The bill stipulates that no state or public funds will be used for the initial costs associated with the license plate program. Instead, the Sons of the American Legion or a designated entity must contribute up to $25,000 to cover these costs, which include design, production, and publicizing the plates. The program will not commence until the required funds and at least 500 completed applications are submitted to the Motor Vehicle Commission. The provisions of the bill will take effect only after these conditions are met and will expire if not fulfilled within a specified timeframe.
