The proposed bill establishes the New Jersey Justice Center for the Protection of Individuals with Intellectual and Developmental Disabilities within the Department of Human Services. This Center is designed to enhance the safety and oversight of individuals with such disabilities who receive services from state-funded programs and facilities. It will be led by an Executive Director appointed by the Governor, who will implement policies and procedures, and oversee a Central Registry of Offenders Against Individuals with Developmental Disabilities. The Justice Center will have the authority to investigate allegations of abuse, neglect, or exploitation and will employ a special prosecutor to handle related criminal matters.

Additionally, the bill creates the Justice Center Disability Mortality and Abuse Prevention Medical Review Board, consisting of up to 15 members with relevant medical expertise, also appointed by the Governor. This board will investigate unusual deaths of individuals with intellectual and developmental disabilities receiving services, assess the need for further investigation, and make recommendations to prevent future incidents. The Commissioner of Human Services, in collaboration with the Executive Director, is mandated to submit an annual report detailing the Justice Center's activities, including data on reports received, investigation outcomes, and corrective actions taken.
