This bill amends Section 46 of P.L.1992, c.79 (C.40A:12A-46) to allow the Commissioner of Community Affairs to waive certain course requirements for qualified candidates serving as members of a housing authority or redevelopment agency, as well as for the executive director of such agencies. Specifically, it introduces a provision that enables a qualified candidate to request a waiver for the completion of a course of study or a portion of it, with the decision to approve or deny the request resting at the discretion of the commissioner based on the candidate's experience.

Additionally, the bill modifies the timeline for course completion, changing the previous requirement of completing the course within eighteen months to a new deadline of 18 months following appointment or by July 1, 1997, whichever is later. It maintains that individuals who do not complete the required course within the specified timeframe will be deemed to have resigned their positions. The bill is set to take effect immediately upon passage.
