This bill establishes a five-year Community Schools Pilot Program within the New Jersey Department of Education, aimed at integrating educational and community services in public schools. The Commissioner of Education is tasked with selecting an institution of higher education or a qualified nonprofit organization to manage the program, which will provide training and support to participating schools. Each county will have one public school, renaissance school, or charter school selected to receive direct assistance from a site coordinator, who will help establish and operate the community school. The selected organization will also create a technical assistance center to disseminate information and provide training on community school strategies to interested schools.
Additionally, the bill outlines the responsibilities of the managing organization, including the employment and training of site coordinators, who will not be employees of the schools they serve. The Commissioner will oversee annual audits of the managing organization and contract an independent entity to evaluate the pilot program, with a final report due six months after its completion. The bill also establishes the Community Schools Pilot Program Fund, which will consist of appropriated funds, investment earnings, and private contributions, to support the program's implementation.
