This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to create and issue special New Jersey Maritime Museum license plates for vehicles registered in the state. The license plates will feature a design that includes words or a slogan and an emblem that reflects support for the New Jersey Maritime Museum. An application fee of $50 is required, along with an annual renewal fee of $10. The funds collected from these fees will be deposited into a newly established New Jersey Maritime Museum License Plate Fund, which will be used to support and maintain the museum after deducting administrative costs. The bill also stipulates that if the average cost of producing the plates exceeds the application fee for two consecutive years, the program may be discontinued.
Additionally, the bill specifies that no state or public funds will be used for the initial costs associated with the license plate program. Instead, the New Jersey Maritime Museum or a designated entity must contribute up to $25,000 to cover these costs. The program will not commence until the museum provides the necessary funds and at least 500 completed applications for the plates. The bill includes provisions for the appointment of a liaison from the museum to facilitate communication with the commission and outlines a timeline for implementation, which will remain inoperative until the specified conditions are met. If these conditions are not satisfied within 12 months of enactment, the bill will expire.
