The Division of Codes and Standards in the Department of Community Affairs will oversee enforcement, including receiving violation reports, conducting inspections, and imposing penalties. Property owners can avoid penalties if they have an active contract with an elevator service or alternative access solutions in place.
Additionally, the bill establishes a grant program to assist property owners in acquiring accessibility equipment and allows for a 12-month extension for compliance in cases of financial hardship or structural limitations. The Director of the Division of Codes and Standards is also empowered to recommend revisions to the barrier-free subcode to enhance accessibility. Municipalities are permitted to adopt their own ordinances that align with the bill's provisions and impose further penalties for violations.
