The Chief Administrator of the New Jersey Motor Vehicle Commission (MVC) is tasked with establishing a Statewide registry that law enforcement can access to facilitate effective communication with these individuals. The registry will store essential information, such as vehicle registration and emergency contact details, and will be accessible only to designated MVC employees and law enforcement officers during relevant interactions.
Additionally, the bill mandates the development of a training program for law enforcement officers, created by the Superintendent of the Division of State Police in collaboration with the MVC and the Commissioner of Human Services. This program will focus on identifying and communicating with individuals with autism or communication disabilities, including de-escalation techniques. The bill also includes provisions to protect the confidentiality of the information submitted to the registry, ensuring it is not publicly disclosed except under specific legal circumstances. Furthermore, it outlines limitations on civil liability for the MVC and its employees, while allowing for accountability in cases of malicious intent or gross negligence.
