This bill codifies and expands the regulations regarding State-excused absences for public school students in New Jersey. It establishes seven specific reasons for which a student can be recorded with a State-excused absence, including religious observances, participation in Veterans Day activities, district board of election membership, civic events, Take Our Children to Work Day, transportation issues due to school district closures, and up to three days per school year for students in grades 11 and 12 to attend military service activities, college visits, vocational or trade school visits, or labor-related open houses. The bill ensures that these absences will not be reflected on transcripts or attendance records when determining perfect attendance.
Additionally, the bill clarifies that students must provide necessary documentation to prove eligibility for a State-excused absence, as determined by the school district's superintendent or administrative principal. While the bill codifies these absences, it also allows local boards of education to establish their own policies regarding approved or excused absences, in line with State board regulations. The act will take effect 180 days after enactment but will not be operational until the first day of the first full school year following that date.
