This bill mandates the New Jersey Transit Corporation (NJT) to implement a three-year pilot program in Bergen, Morris, and Middlesex counties, aimed at providing eligible riders with access to prearranged rides to the nearest NJT facilities offering motorbus, rail, or light-rail services on workdays. To participate, riders must be residents of these counties. NJT will collaborate with transportation network companies (TNCs) to offer these rides at a flat rate, which will be determined in consultation with the TNCs. The bill also allows TNCs to offer reduced fares for eligible riders who are veterans or senior citizens, based on the established flat rate.
Additionally, the bill outlines that prearranged rides can be scheduled during peak and off-peak hours, and it requires NJT to create a mechanism for riders to book these rides through the TNCs' digital platforms. Riders who utilize the pilot program to reach NJT facilities will be eligible for reduced fares on NJT services, contingent upon providing proof of participation in the pilot program. NJT is also tasked with submitting annual reports to the Governor and Legislature detailing the program's progress, including participant satisfaction and recommendations for future actions regarding the pilot program. The program will conclude upon the submission of the third report.
