This bill authorizes the creation of "We Support the Arts" license plates in New Jersey, with proceeds directed to the New Jersey State Council on the Arts. The Chief Administrator of the New Jersey Motor Vehicle Commission (MVC) will oversee the issuance of these plates, which will feature the slogan "We Support the Arts" and a design selected through a statewide contest. Applicants will pay a $50 initial fee, in addition to standard registration fees, and a $10 annual renewal fee. The funds collected, after covering administrative costs for the MVC, will be deposited into a newly established Support the Arts Fund to support arts initiatives in the state.

The bill stipulates that no state or public funds can be used for the initial costs associated with the license plates, including design and production. Instead, the New Jersey State Council on the Arts or a designated entity must contribute up to $25,000 to cover these costs. Additionally, they must provide at least 500 completed applications for the plates, along with the corresponding fees, to initiate the program. The bill will take effect immediately but will remain inactive until the specified conditions are met, and it will expire if these conditions are not fulfilled within a year of enactment.
