This bill amends current law to clarify that disabled veterans and Purple Heart recipients are not required to own the vehicle for which they are seeking an exemption from municipal parking meter fees. The new language specifies that these individuals can be exempt from fees if they display a disabled veteran's or Purple Heart license plate or a placard issued by the New Jersey Motor Vehicle Commission, regardless of whether the vehicle is owned or leased. The exemption applies only when the disabled veteran or Purple Heart recipient is either the driver or a passenger in the vehicle.

Additionally, the bill removes the requirement that the vehicle must be owned by the disabled veteran or Purple Heart recipient to qualify for the exemption. This change allows for greater flexibility, enabling these individuals to park at municipal meters without incurring fees, as long as the appropriate license plate or placard is displayed and they are present in the vehicle. The Chief Administrator of the Motor Vehicle Commission is tasked with creating necessary regulations to implement these provisions.
