The bill also prevents the allocation of funds to cover costs associated with the ownership, management, or operation of privately-owned immigrant detention facilities, as well as costs related to the detention of individuals in facilities that are partially owned by private entities.

Despite these restrictions, the bill allows for the provision of health and safety resources to individuals detained in these facilities. It defines "political subdivision" as any unit or agency of government that derives its authority from the State of New Jersey, which includes counties and municipalities.
