This bill mandates that in the event of a state of emergency declared due to the failure to enact a general appropriation law by the constitutionally prescribed deadline, all State parks, forests, and State-owned beaches must remain open to the public. During this emergency period, the State is prohibited from charging or collecting parking fees at these locations. Additionally, all State employees designated as necessary for government services at these sites will be classified as essential personnel.
Furthermore, the bill extends this requirement to the New Jersey Motor Vehicle Commission (MVC) agencies, regional service centers, and inspection facilities, ensuring that these locations also remain operational and accessible to the public during the emergency. Similar to the provisions for parks and beaches, employees or contracted personnel deemed necessary for government services at MVC-related facilities will be considered essential personnel.
