This bill establishes consumer protections for subscribers of telecommunications services, including cable television, non-wireless telephone, and Internet access services. It mandates that if a subscriber reports a service outage occurring more than three times within a 30-day period, the telecommunications service provider is prohibited from imposing any early termination or cancellation fees if the subscriber chooses to terminate their service before the contract's expiration. Additionally, the provider must refund any fees paid for establishing service and any early termination fees incurred with a previous provider, provided the subscriber submits proof of payment.
Furthermore, the bill requires telecommunications service providers to maintain records of reported service outages and to notify subscribers who have experienced multiple outages within the specified timeframe. Violations of these provisions are classified as unlawful practices, subject to penalties outlined in existing consumer protection laws. The act will take effect immediately and apply to new or renewed service contracts following its enactment.
