This bill mandates the New Jersey Department of Human Services (DHS) to promote and support volunteerism as a means for recipients of NJ FamilyCare and the Supplemental Nutritional Assistance Program (SNAP) to comply with new eligibility requirements established by the federal One Big Beautiful Bill Act (OBBBA). The OBBBA introduces stricter work requirements, including a mandate for non-disabled adults aged 19 to 64 to engage in at least 80 hours of community service or work per month, and requires more frequent recertification of eligibility. The bill aims to mitigate the potential negative impact of these changes on beneficiaries by facilitating access to volunteer opportunities that can satisfy the new requirements.

To achieve this, the DHS is tasked with collaborating with the Governor's Office of Volunteerism to enhance existing volunteer resources, making information about compliance through volunteer hours easily accessible. Key initiatives include creating a web-based tool for finding volunteer opportunities, engaging community organizations to identify compliant volunteer roles, and developing a mobile application for beneficiaries to submit documentation of their volunteer hours. Additionally, the bill stipulates that the state will not be liable for injuries incurred by volunteers participating in these programs. The DHS is also required to conduct annual audits to ensure the accuracy of submitted information and to adopt necessary regulations to implement the bill's provisions.
