The Listening to Mothers Survey Act mandates the Commissioner of Health to create a maternity care experience survey aimed at evaluating women's experiences with maternity care services during the pre-conception, pregnancy, childbirth, and postpartum periods. The survey will include questions about women's interactions with maternity care providers, the responsiveness of these providers, and the availability of information regarding key health metrics. Additionally, respondents will have the option to provide cultural, demographic, and socioeconomic background data. The survey will be distributed to women receiving maternity care at licensed hospitals, ambulatory care facilities, or birthing centers, and will be available for voluntary completion following the termination of a pregnancy or the conclusion of related treatment, within a specified timeframe.
The data collected from the survey will be analyzed to identify trends and disparities in maternity care across different racial, cultural, and socioeconomic groups, with the goal of developing strategies to enhance access to and quality of maternity care services statewide. The Commissioner is also required to publish the survey results on the Department of Health's website and submit a report to the Legislature within 18 months of the act's effective date, ensuring that no personal identifying information is disclosed. The act will take effect 180 days after its enactment.
