This bill establishes a special license plate program in New Jersey to promote Autism Awareness. The Chief Administrator of the New Jersey Motor Vehicle Commission is tasked with issuing these plates, which will feature a design and slogan supporting Autism Awareness, in consultation with the Governor's Council for Medical Research and Treatment of Autism. Applicants for the plates must pay a $50 fee upon application and an annual renewal fee of $10. The funds collected from these fees will be deposited into a newly created Autism Awareness License Plate Fund, which will be used to support the University of Medicine and Dentistry of New Jersey for autism-related initiatives.
Importantly, the bill stipulates that no state funds will be used for the initial costs associated with the program, including design and production. Instead, a designated representative from the Governor's Council must contribute up to $25,000 to cover these costs. The commission will not begin the program until it receives this funding and at least 500 completed applications for the plates. The bill also includes provisions for the chief administrator to certify the average cost of the plates annually, with the possibility of discontinuing the program if costs exceed the application fee for two consecutive years. The bill will not take effect until the necessary conditions are met and will expire if not fulfilled within 12 months.
