To obtain this temporary registration, the purchaser must submit an application online to the New Jersey Motor Vehicle Commission (MVC), which includes personal and vehicle information. Upon submission, the MVC will send a receipt via email and provide a temporary license plate. The MVC will maintain a database of these temporary registrations, accessible to law enforcement, and any violations of this provision may result in a fine of up to $100.

Additionally, the bill mandates that the MVC create an electronic form for sellers to confirm the sale of their vehicle, which, once submitted, absolves them of ownership and related liabilities. In response to the ongoing public health emergency, the bill also grants the Chief Administrator of the MVC the authority to extend the temporary operation period from three to ten days if necessary. This legislation aims to streamline the process for private vehicle sales while ensuring compliance with insurance and registration requirements.
