This bill establishes new requirements for students who engage in bias-related conduct within New Jersey schools. It mandates that any student identified by a school district as having committed a bias incident must meet weekly with a State-certified school psychologist for a minimum of nine months. Each school district is required to employ a psychologist with expertise in student counseling and training in implicit bias, racial equity, or cultural competence. If a student's parent or guardian refuses to consent to these meetings, or if the student commits another bias incident after completing the meetings, the student must be placed in an alternative education program. The psychologist is tasked with providing educational resources, fostering a supportive environment for discussion, and assessing any potential mental health issues contributing to the student's behavior.

Additionally, the bill requires the development of a Racial and Bias Intervention Plan for each student involved in a bias incident, which must include educational and restorative components, skill-building supports, and environmental measures. School districts are also obligated to report all bias incidents to the Department of Education within 72 hours, using a standardized reporting system. The Department will compile this data into an Annual Statewide Bias in Schools Report and publish quarterly dashboards. The bill emphasizes a proactive and educational approach to addressing bias in schools, reinforcing the state's commitment to creating a safe and respectful learning environment for all students.
