This bill mandates random drug testing for adult recipients of benefits under the Work First New Jersey (WFNJ) program. It stipulates that the testing will be conducted according to regulations set by the Commissioner of Human Services, and the costs associated with the testing will be covered by the WFNJ program. While the results of the drug tests will not affect a person's eligibility for benefits, the commissioner may require individuals to complete an approved drug treatment program based on their test results.
Additionally, the bill requires the Commissioner of Human Services to apply for any necessary federal waivers to implement its provisions as soon as practicable after enactment. The legislation is set to take effect on the first day of the seventh month following its enactment, with the exception of the requirement for the commissioner to seek federal waivers, which will take effect immediately.
