Furthermore, the bill requires State agencies to develop and submit a change management plan for projects that meet certain criteria, including those that involve multiple agencies or significantly alter existing service delivery processes. The change management plan must encompass a stakeholder analysis, project impact assessment, examination of related projects, change risk assessment, and a comprehensive communication and training strategy. Agencies are encouraged to seek best practices from external experts when developing these plans. All documentation, including the change management plans, must be submitted to relevant state offices to ensure thorough oversight and effective implementation of technology projects.
