This bill amends current law to enhance access to emergency shelters for the homeless by prohibiting shelters from denying admittance based on perceptions or beliefs regarding a person's mental health, drug or alcohol dependency, compliance with prescription medication, or past consumption of alcohol off the premises. The only exceptions to this rule are if there is a reasonable belief that the individual poses a danger to themselves, others, or property, or if the refusal is otherwise permitted by law or regulation. This expansion aims to include more vulnerable populations in need of shelter.

Additionally, the bill clarifies that while shelters must admit individuals regardless of the aforementioned factors, they retain the authority to prohibit the possession or consumption of controlled dangerous substances and alcoholic beverages on their premises. This provision ensures that shelters can maintain a safe environment while still providing necessary support to those in need. The bill is set to take effect immediately upon passage.
