This bill mandates that various health insurance carriers, including hospital service corporations, medical service corporations, health maintenance organizations, and individual/group health insurance policies, as well as the State Health Benefits Program, the School Employees Health Benefits Program, and the Medicaid/NJ FamilyCare programs, provide coverage for costs associated with planned home childbirth. The coverage must include expenses for services rendered by health care providers, doulas, and necessary medical supplies and equipment. The bill specifies that this coverage should be provided to the same extent as for any other health care services under the respective contracts.

Additionally, the bill defines a "health care provider" as any individual or entity that provides health care services within the scope of their licensure or certification, which encompasses a range of professionals including family practice physicians, obstetricians, nurses, and midwives. The provisions of the bill will take effect 120 days after enactment for most sections, while the section related to Medicaid and NJ FamilyCare will take effect two years after enactment.
