This bill mandates that certified nurse midwives and physicians who provide prenatal maternity care must inform pregnant patients about various birthing options before delivery. Specifically, they are required to provide this information in writing, both in English and in at least the seven most common non-English languages spoken by individuals with limited-English proficiency in New Jersey. The information must cover a range of birthing options, including planned hospital births, home births, and the associated health risks for both the mother and infant. This information is to be provided during the initial consultation and prior to the onset of labor.
Additionally, the bill tasks the Commissioner of the New Jersey Department of Health with developing the evidence-based information that must be shared with patients, ensuring it is understandable to the patient. The Commissioner is also responsible for creating necessary rules and regulations to implement the provisions of the bill. The act is set to take effect 180 days after its enactment.
