This bill mandates that restaurants provide a healthy beverage option with meals specifically designated for children. The default beverage options must include water (including sparkling or flavored water without added sweeteners), nonfat or one percent milk (or a non-dairy milk alternative with no more than 130 calories), or 100% fruit juice (or fruit juice mixed with water or carbonated water, also without added sweeteners) in a serving size of no more than eight ounces. The bill emphasizes the importance of improving children's nutrition, particularly in light of rising obesity rates and the health risks associated with sugary drinks.

Additionally, the bill allows restaurants to offer beverages other than the default option if requested by the purchaser. The Commissioner of Health is tasked with adopting rules and regulations to enforce these provisions, and the act is set to take effect six months after its enactment.
