This bill authorizes State, county, and municipal law enforcement officers to access crime scenes and any evidence located at those scenes that fall under the jurisdiction of their respective law enforcement agencies. It establishes that any individual, including federal law enforcement officers, who obstructs a State, county, or municipal officer from accessing a crime scene or evidence will be guilty of a violation of obstructing the administration of law or other governmental function.
Additionally, the bill mandates that the Attorney General will issue guidelines or directives to ensure the effective implementation of this law. The act is set to take effect on the first day of the fourth month following its enactment, although the Attorney General may take necessary anticipatory administrative actions prior to this date.
