The bill also allows tenants the option to refuse installation of the device, requiring property owners to notify the Department of Community Affairs of any refusals to avoid penalties.

The Commissioner of Community Affairs is tasked with adopting rules and regulations to implement the bill's provisions, including guidelines for tenant notifications, installation methods, and maintenance of the devices. These regulations must be established within five months of the bill's enactment. The bill is intended to enhance safety in multiple dwellings by preventing potential fire hazards associated with space heaters, and it will take effect 13 months after enactment to allow adequate preparation time for compliance.
