This bill mandates the Director of the Division of the Deaf and Hard of Hearing in the Department of Human Services to conduct an evaluation and report on the interactions between law enforcement and individuals who are deaf or hard of hearing within six months of the bill's enactment. The evaluation will encompass a comprehensive review of existing laws, regulations, and protocols governing these interactions, as well as the training available to law enforcement officers in sign language and crisis management. It will also assess the availability of qualified interpreters, the treatment of deaf or hard of hearing individuals in custody, and the resolution of any complaints filed by or on behalf of these individuals.
Upon completing the evaluation, the director is required to prepare a report detailing the current state of interactions, identifying areas for improvement, and providing recommendations for actions to enhance law enforcement's responsiveness and communication with deaf or hard of hearing individuals. This report will be submitted to the Governor and Legislature, distributed to relevant law enforcement agencies, and published online. The bill will take effect immediately and will expire 30 days after the report's distribution and publication.
