This bill establishes a tuition reimbursement program for advanced practice nurses (APNs) who provide home health care services in New Jersey. The program, administered by the Higher Education Student Assistance Authority (HESAA), will reimburse eligible participants for a portion of their tuition expenses incurred while attending an accredited advanced practice nurse program. To qualify, applicants must be New Jersey residents, certified by the New Jersey Board of Nursing, have specialized training in home health care, and apply within one year of certification. Participants must enter into a contract with HESAA, committing to provide full-time home health care services for a period ranging from one to four years. The reimbursement will cover 25% of the lowest eligible tuition expenses for one academic year for each year of service, with a maximum reimbursement of 100% for four years.

Additionally, the bill outlines specific requirements for program participants, including adherence to performance standards, charging customary rates for services, and ensuring non-discrimination based on patients' ability to pay. Participants must also maintain their residency and certification, stay current on student loan payments, and report their service performance to HESAA. Notably, individuals already participating in other loan redemption programs, such as the Primary Care Practitioner Loan Redemption Program or the National Health Service Corps Loan Repayment Program, are ineligible for this tuition reimbursement program. The bill is set to take effect immediately upon passage.
