This bill allocates $200 million from federal government assistance related to the coronavirus pandemic to the New Jersey Department of Labor and Workforce Development for the purpose of upgrading the information technology infrastructure of the Division of Unemployment Insurance. In the event that federal funds are not fully available, the bill stipulates that the funds will be sourced from the "New Jersey Debt Defeasance and Prevention Fund" to support capital construction projects.

Additionally, the bill mandates that within 60 days of its effective date, the Department of Labor and Workforce Development must submit an implementation plan to the Legislature to ensure the provisions of the act are carried out effectively. This initiative aims to enhance the unemployment insurance program in response to the significant increase in claims resulting from the COVID-19 pandemic.
