This bill establishes a process for "super conciliation" for emergency responder service employees, which includes emergency medical technicians, paramedics, public safety dispatchers, 9-1-1 operators, and other public safety telecommunicators. When collective negotiations between an employer and the majority representative of these employees fail to reach an agreement after exhausting mediation and fact-finding procedures, a super conciliator will be appointed. The super conciliator, selected from a list by the New Jersey Public Employment Relations Commission, will investigate the reasons for the impasse, facilitate discussions, and recommend solutions, with a requirement to complete proceedings within 90 days. If the dispute remains unresolved, a final report must be issued within 30 days.

Additionally, the bill mandates that existing terms and conditions of employment in collective negotiations agreements remain in effect even after the expiration of such agreements, unless explicitly stated otherwise. This means that employers cannot unilaterally change any terms of employment without the written agreement of the majority representative of the employees. The provisions of this act will apply to all collective negotiations involving emergency responder service employees, but will only take effect for existing agreements upon their expiration.
