This bill mandates that county welfare agencies, county boards of social services, or other entities responsible for processing applications for the Supplemental Nutrition Assistance Program (SNAP) must provide applicants with a receipt confirming that their application has been submitted. This requirement applies to applications submitted both in person and electronically. The receipt must include essential information such as the date the application was received, a checklist of all required documents along with the dates they were received, and a list of any outstanding documents needed to complete the application, including deadlines for submission.
Additionally, the Commissioner of Human Services is tasked with adopting necessary rules and regulations to implement the provisions of this act, in accordance with the Administrative Procedure Act. The act is set to take effect on the first day of the fourth month following its enactment, although the Commissioner may take anticipatory administrative actions to facilitate its implementation.
