This bill allows counties in New Jersey to create a non-lapsing trust fund known as the Fire Academy Trust Fund. The fund will receive all fees collected from individuals registering for courses at the county fire academy. The funds will be exclusively used for the procurement of equipment, ongoing maintenance, supplies, and associated services necessary for the operation and maintenance of the fire academy.

Additionally, the bill amends N.J.S.40A:4-39 to include the fee revenues collected in connection with the Fire Academy Trust Fund as dedicated revenues that can be anticipated in the local unit's budget. This change ensures that the funds generated from course registration fees do not lapse into the county budget surplus at the end of the fiscal year, allowing for continued support of the fire academy's operational needs beyond the one-year budget cycle. The act is set to take effect immediately upon passage.
