This bill mandates that various State agencies, municipalities, and other entities involved in hosting the 2026 FIFA World Cup submit reports regarding their implementation of human rights commitments outlined in the NY/NJ Human Rights Report. The report, which was submitted to FIFA in June 2021, details commitments related to safeguarding human rights, ensuring public safety, and preventing discrimination, among other issues. The bill requires these entities to submit an initial report within 30 days of its enactment, detailing actions taken since 2021, evaluating their effectiveness, and outlining plans for ongoing implementation. A final report is also required within 30 days after the World Cup's conclusion on July 19, 2026.

Additionally, municipalities designated as locations for World Cup events must prepare a local human rights plan to address the impact of the World Cup on their communities. This plan should align with the FIFA World Cup 2026 Human Rights Framework and relevant laws concerning human rights and worker protections. Municipalities are required to submit their plans to the Chief Diversity Officer and publish them online within 30 days of designation. They must also provide a follow-up report evaluating the effectiveness of their plans within 30 days after the final match.
