Specifically, it allows county library commissions and boards of trustees of regional, municipal, or joint public libraries to dispose of library materials—including books, periodicals, and audiovisual materials—without the bidding process. This change aims to streamline the disposal process for these entities, making it easier for them to manage their resources effectively.

Additionally, the bill modifies the procedures for boards of education and local governing bodies regarding the sale of personal property. It permits the sale of property with an estimated fair value between 15 percent and the bid threshold through private sale, provided that at least two competitive offers are solicited when practicable. For property valued at less than 15 percent of the bid threshold, the bill allows for private sales without the need for bids or competitive offers. These amendments are intended to facilitate more efficient management of public resources and reduce administrative burdens on local entities.
