The bill establishes the Emergency Medical Services (EMS) Provider Safety Grant Program within the Department of Health, aimed at providing one-time, competitive grants to EMS providers to help cover the costs of essential safety equipment. The program will allocate $10 million from the federal Coronavirus State Fiscal Recovery Fund, as authorized by the American Rescue Plan Act of 2021. Eligible expenditures for reimbursement include personal protective equipment, protective clothing, advanced cleaning equipment, and other virus protection equipment deemed appropriate by the Commissioner of Health. The grant program will expire once the allocated funds are fully expended.
To apply for the grants, EMS providers must submit an online application that includes a description of how they intend to use the funding and a list of personnel responsible for managing the grant. The Commissioner of Health will establish criteria for reviewing applications and will prioritize funding based on the provider's needs, the impact of COVID-19 on their operations, and the strength of their proposed plans for utilizing the grant funds. Additionally, the Commissioner is required to report to the Governor and the Legislature within one year of the bill's effective date on the number of grants awarded and safety items procured through the program.
