This bill establishes minimum qualifications for individuals employed under public works contracts in New Jersey. Contractors bidding for such contracts must certify that each employee involved in the work meets at least one of the specified qualifications: either graduating from a registered apprenticeship program that aligns with federal standards or completing four years of documented work as a craft worker, verifiable through pay records or sworn statements. Additionally, craft workers who are union members and employed by an employer that is signatory to a relevant collective bargaining agreement are exempt from these qualifications.
The bill also amends existing registration requirements for contractors, mandating that they provide detailed information about their business structure, financial interests, and compliance with state laws, including participation in registered apprenticeship programs. Notably, it introduces a new requirement for contractors to certify that each journeyperson they employ meets the established qualifications, and it includes provisions for the commissioner to deny or revoke registration based on compliance with apprenticeship standards. The act will take effect 90 days after its enactment.
