This bill mandates the New Jersey Motor Vehicle Commission (MVC) to create and publish an informational pamphlet regarding the operation of low-speed electric bicycles and low-speed electric scooters. The pamphlet must include current laws and regulations, penalties for non-compliance, and a notice that requires food delivery companies to distribute the pamphlet to their delivery personnel using these vehicles. The MVC is also tasked with updating the pamphlet annually and making it available on their website, with translations in at least five languages, including Spanish.
Additionally, the bill stipulates that the MVC must provide two copies of the pamphlet to each food delivery company within 60 days of its development and send updated versions annually. Food delivery companies are required to distribute the pamphlet to their delivery personnel within 30 days of receipt and include it in the hiring paperwork for new employees. The bill defines a food delivery company as any service that allows customers to order food for delivery via telephone or online, utilizing low-speed electric bicycles or scooters for the delivery process.
