This bill amends existing legislation to prohibit price discrimination for transportation network company (TNC) services by requiring that all riders be charged the same fare rate for prearranged rides within the same category. Specifically, it states that factors such as the battery life of a rider's phone or the payment method chosen by the rider cannot affect the fare rate for a prearranged ride. The bill introduces the concept of "surge pricing," which allows TNCs to charge higher rates during periods of high demand, but mandates that the fare rate after applying surge pricing must remain consistent across all prearranged rides within a given category.
Additionally, the bill clarifies that TNCs can offer different fare rates for different categories of prearranged rides, as long as they maintain the same fare rate for all rides within each category. This ensures fairness in pricing while still allowing TNCs the flexibility to differentiate their services based on ride categories. The provisions of this bill are set to take effect immediately upon enactment.
