This bill allows county vocational schools to operate the State House Annex cafe under the Business Enterprise New Jersey (BENJ) program, which is administered by the Commission for the Blind and Visually Impaired of the Department of Human Services. Currently, the operation of the State House cafe is limited to visually impaired individuals. The bill aims to expand this opportunity to include county vocational schools, thereby broadening the scope of who can manage the cafe.

To implement this change, the Department of Human Services is required to adopt necessary rules and regulations in accordance with the "Administrative Procedure Act." The bill will take effect on the first day of the third month following its enactment, although the Commission for the Blind and Visually Impaired may take anticipatory administrative actions to facilitate its implementation.
