This bill amends N.J.S.2C:35-15 to allow individuals participating in court-ordered supervisory treatment programs for substance use disorders, such as Drug Court, to earn credit against their court-imposed financial obligations. The credit is contingent upon the successful completion of reformative services, which may include substance use disorder treatment, educational or vocational services, and community service. The court will determine the amount of credit applicable to the financial obligations, excluding restitution or child support, and if a participant's involvement in the program is terminated before completion, the full amount of the financial obligation will be enforced.

Additionally, the bill introduces a new section that outlines eligibility for individuals required to pay court-imposed financial obligations resulting from violations under Title 2C of the New Jersey Statutes. It specifies that these individuals can perform reformative service as a condition for admission into various treatment programs to earn credit against their financial obligations. This initiative aims to incentivize participation in treatment programs and facilitate rehabilitation, aligning with the recommendations from the Supreme Court Committee on Municipal Court Operations, Fines, and Fees.
