This bill mandates that parents or guardians who wish to home school their child must register the child in a home education program by submitting a letter to the superintendent of their resident school district by August 1 of each school year or within 14 days of starting the program. The letter must include the student's name and age, as well as the name of the supervisor responsible for instruction. Additionally, parents are required to submit a curriculum that aligns with the New Jersey Student Learning Standards.

To ensure educational progress, the supervisor of the home education program must maintain a portfolio that includes records of educational materials used, samples of the student's work, and an annual written evaluation by a qualified evaluator, who cannot be the student's parent or guardian. This portfolio must be submitted to the superintendent by June 30 each year. The bill also allows the superintendent to approve a State-endorsed diploma for students who meet the outlined requirements and demonstrate academic skills equivalent to a high school education.
