This bill establishes a voluntary farm pesticide, herbicide, and fertilizer collection and disposal program, to be implemented by the Department of Environmental Protection (DEP) in consultation with the Department of Agriculture. The program aims to collect, transport, and dispose of unused pesticides, herbicides, and fertilizers owned by commercial farms, as well as recycle their containers. The DEP is tasked with strategically placing collection sites across the state, ensuring accessibility, and conducting at least two collection events per year at each site. Additionally, the DEP will oversee qualified entities for the safe collection and disposal of these materials and appoint local representatives to inventory the collected items.

Furthermore, the Department of Agriculture will lead a public education campaign to inform farmers about the program, including details on collection site locations, accepted materials, and the benefits of participation. This information will be made available on the Department of Agriculture's website and updated as necessary. The bill mandates the DEP to prepare an annual report summarizing the program's operations, including collected quantities, participation levels, expenditures, environmental benefits, and recommendations for improvements. The act will take effect 180 days after enactment, allowing for necessary preparatory actions by the relevant departments.
