The bill defines an out-of-state contractor as one whose principal place of business is not located in New Jersey, excluding temporary offices related to specific contracts.

The registry is intended to enhance transparency and accountability in the awarding of public works contracts, ensuring that relevant information about out-of-state contractors is readily accessible. The State Treasurer is also required to maintain the registry on a website managed by the Department of the Treasury and to provide copies of the registry to contractors, out-of-state contractors, or public bodies upon request. This act is set to take effect immediately upon passage.
